Navigation Seals Use in EAEU Space

Use of navigation seals in eaeu for transportation tracking

Agreement as of April 19, 2022 — entered into force on April 3, 2023

  • The document has the status of an international treaty and establishes the legal basis for the use in the EAEU of a new technological control tool for the transportation of goods and vehicles.
  • The scope of the Agreement applies solely to transportation carried out in the territories of two or more EAEU countries.
  • The agreement is aimed at minimising state control measures in the transportation of goods and ensuring their legal turnover in the EAEU.
  • The agreement provides for the phased introduction of tracking, taking into account the types of goods and modes of transport by which they will be transported. 

Project Implementation Road Map

In order to ensure the practical implementation of the Agreement, on 21.04.2023, the ECE Council approved the action plan

  1. Development and adoption of ECE decisions necessary to ensure the functioning of the transportation tracking mechanism in the EAEU using navigation seals.
  2. Formation of the customs seals register.
  3. Determining national operators of the EAEU member states.
  4. Implementation of technical solutions for tracking information exchange.
  5. Determination of prices (tariffs) for services of national operators.

he implementation deadline is December 2023.

Key Decisions of the Eurasian Economic Commission

  • Determination of goods and (or) types of goods, cases and (or) conditions when the transportation of goods in accordance with the customs procedure of customs transit is not subject to tracking using navigation seals.
  • Determination of the form of the register of goods in respect of which the Member States apply special economic measures, the composition of the information submitted by the EAEU Member States on such goods, and the procedure for its submission.
  • Definition of requirements for navigation seals used to track transportation through the territories of the EAEU member states.
  • Determination of the composition of information from electronic documents and (or) from documents that a navigation seal should contain for the period of tracking of a specific transportation.

Test Shipments to Work Out Practical Issues of Implementing Mechanism of Transportation Tracking in EAEU Member States 

  1. Joint experiment of the Republic of Belarus and the Russian Federation on the use of navigation seals for certain types of goods under the customs export procedure.
  2. Joint experiment of the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation in mutual trade with goods during transportation by rail.
