Currently, freight owners have a guaranteed opportunity to use the services of railway transport through the federal network of 662 RZD OJSC freight terminals, 155 out of which operate containers, 72 out of which can form and dispatch container trains.
In today's conditions, RZD OJSC has revised its priorities in favour of implementing projects aimed at developing the infrastructure of border checkpoints, increasing the handling capacity of terminals located in the Eastern direction and involved in the transportation of both construction cargo for the construction and installation of the Eastern Domain, and containerized cargo from the countries of the Asia-Pacific region to Central Russia.
In order to ensure the supply of components after foreign investors left the market, to meet the needs of the Moskvich plant, in accordance with the appeal of the Moscow Government, a project is being implemented to build a universal city cargo terminal at the Moscow-Yuzhny Port station. In 2024, it is planned to commission the first stage of the terminal, which will ensure the handling of up to 2 pairs of container trains per day for the needs of MAZ Moskvich JSC.

A package of more than 20 demanded investment projects has been formed. The projects have been ranked by the priority of their implementation and importance for the development of the railway infrastructure of international transport and logistics corridors.
As a result, 10 projects for the development of existing RZD OJSC freight terminals, implemented within the framework of the Departmental Project of the Ministry of Transport of Russia (Taltsy, Pervaya Rechka, Khabarovsk-2, Zabaikalsk, Yuryevets, Syktyvkar, Kuntsevo-2) and the Roadmap for ensuring export from the Far East of at least 4.5 thousand TEU per day (Artem-Primorsky-1, Nakhodka, Ussuriysk) were recognized as priority.

RZD OJSC Infrastructure and Investment Projects for Development of Eastern Domain (BAM, Transsib) and Railway Checkpoints (Zabaikalsk, Grodekovo).
RZD OJSC implements the "Development of the Eastern Domain Railway Infrastructure" federal project and provides for the fulfillment of the tasks, delivered by the President of the Russian Federation and the Government of the Russian Federation to ensure an additional volume of cargo transportation by Russian companies and increase in the carrying capacity of the mainlines of the Eastern Domain in 2024 up to 180 million tons, as well as to reduce the transportation time down to 7 days from the Far East to the Western border of the Russian Federation.
In the period from 2019 to 2022, more than 700 km of railway tracks were built, about 300 km of contact network were installed, more than 700 km of communication cables were laid, 80 objects of artificial structures and 15 locomotive facilities were built and reconstructed, construction and technical re-equipment of 49 energy facilities were carried out.
In 2022, in accordance with the Comprehensive Plan for the Modernization and Expansion of the Main Infrastructure for the Period until 2024, the target indicator for the total carrying capacity of the Baikal-Amur and Trans-Siberian Mainlines in the amount of 158 million tons per year was achieved.
Modernization of Bam and Transsib
The total cost of investment projects is 1,082,7 billion rubles (at the expense of RZD OJSC). For 2023, funds in the amount of 250 billion rubles were provided for.
During the implementation of the stage 2 of Eastern Domain development, it was planned to build additional main tracks in the amount of about 1.7 thousand km, including station tracks of more than 300 km; reconstruction of 29 stations, construction of 29 and reconstruction of 4 crossing loops; construction of 1 flying junction on the Far Eastern Railway.

In accordance with the decisions of the Commission on the implementation of projects for the development of railway infrastructure in Siberia and the Far East dated May 24, 2023, RZD OJSC formed the parameters of the stage 3 of the investment project for the development of railways of the Eastern Domain, which implied a total increase in carrying capacity to 255 million tons in 2032.
The parameters of the stage 3 of the project for the development of railways of the Eastern Domain were formed, including the factors on the basis of the targets ensuring the export of coal cargo from the Republic of Sakha (Yakutia) towards the ports of the Vanino-Sovgavan hub, as well as considering the increase in capacity for transportation from the central part of the Russian Federation to the East.
RZD OJSC formed a draft detailed plan for the stage 3 of development of the Eastern Domain, which included the completion of 277 capital construction projects.
These parameters of the stage 3 of the project of modernization of the Baikal-Amur and Trans-Siberian Mainlines' infrastructure provide for the following:
1) An increase in the carrying capacity of the Baikal-Amur Mainline to 197 million tons in 2029 to ensure the export of coal products from the Republic of Sakha (Yakutia) to the east (Vanino-Sovgavan region). For these purposes, the completion of 85 construction projects on the Ulak — Komsomolsk-on-Amur — Vanino section is planned.
2) Increasing the carrying capacity of the Eastern Domain to 210 million tons. To achieve this target, 45 facilities for the development of the eastern part of the Baikal-Amur Mainline and the reconstruction of stations will be required.
3) To achieve a carrying capacity of 255 million tons by the end of 2032, 143 facilities will be required to be constructed by RZD OJSC, as well as four facilities using a concession mechanism (bridge over the Amur River, second Kuznetsovsky, second Kodarsky and second Severomuisky tunnels).

The key task is the systematic development of the infrastructure of railway checkpoints in order to increase the handling and carrying capacity.
At the Zabaikalsk checkpoint, in 2022, the stage 1 of the development of the Zabaikalsk station was completed, providing for the reconstruction of the border and customs control park, the construction of a new transshipment terminal and the opening of through traffic by Transcontainer PJSC.
