Digitalisation in Transportation Safety and Security

"Departmental Security Service of Railway Transport of the Russian Federation" Federal State Enterprise (DSS RT of Russia) was established by the Federal Agency for Railway Transport and operates in accordance with the Federal Law as of 14.04.1999 No. 77-FZ "On Departmental Security."

Departmental Security Service of Railway Transport was established:

  • to safeguard the most important railway transport facilities against security incidents;
  • to provide security of cargo (including special cargo) en route and at railway stations;
  • to take part in transport security;
  • to prevent and fight fire at facilities and rolling stock of railway transport.

One of the main activities of DSS RT of Russia is escorting freight transported by rail.

Ensuring the safety and security of freight transportation is one of the key factors affecting the competitiveness of railway transport and the growth of railway transportation volumes.

For the high-quality provision of services in the field of organisation of escort and security of freight for more than ten years the enterprise has utilised technical means of security, in the operation of which GLONASS/GPS navigation systems are used.

In fact, DSS RT of Russia became a pioneer in this area and for the first time used electronic devices in cargo security technology, which made it possible to monitor the movement of the safeguatded cargo and control its safety by responding to unauthorized opening (damage) of the electronic device.

Electronic devices

When using electronic devices, the route of the rolling stock (car, container) is monitored by set check points and coordinates are determined, if necessary, logistic information is stored - the number of the vehicle, car, container, run number, route, departure and arrival dates, waybill number, as well as information about the cargo, consignor, consignee. In the event of an emergency, the electronic device automatically registers and transmits to the cargo tracking information system the information about the location of the car/container with the cargo, violation of the integrity of the cable, destruction of the housing, lack of communication for more than a set time. Further, the information system automatically transmits the specified information to the dispatching center of the enterprise in order to make a decision on immediate response to prevent unauthorized access to the guarded cargo.

Currently, on the market of electronic devices that use GLONASS/GPS navigation systems, there is a variety of samples of both domestic and imported production.

To find optimal solutions, DSS RT of Russia has been testing various electronic devices conjointly with companies that manufacture and supply devices to the market for many years.

Recently, electronic devices of the following companies have been tested:

  • CRCP LLC
  • IPK Sentinel JSC
  • National Telematic Systems (NTS)
  • StarcomSystems
  • SpectosSystems
  • RD Group LLC
  • RADIOTERMINAL LLC

One of the successful examples of application in 2022 is the electronic device, namely, the electronic navigation seal provided by the Digital Platform Development Center LLC, which by order of the Government of the Russian Federation as of 18.03.2023 No. 663-r was nominated as the national operator, providing monitoring of transportation of tracked items using navigation seals and authorized to interact with regulatory authorities of the Russian Federation and operators of other member states of the Eurasian Economic Union.

The operated electronic device proved itself exclusively on the upside. During the period of use, not a single case of unsafe transportation of goods was tolerated.

In order to develop digitalisation of activities at the enterprise, electronic device technologies are actively integrated into existing cargo escort technologies at the level: dispatcher-team-shooter-cargo.

The synergistic effect of the use of electronic devices in addition to traditional security methods makes it possible to increase control over access to the safeguarded cargo and monitor its movement along the entire route in real time.

The use of digital technologies in escorting transported freight is especially important - thereby creating a safe environment for the transportation of freight and ensuring their safety along the entire route.

In general, the system of using electronic devices in cargo tracking technology meets all expectations and is very reliable and promising. This technology can be scaled not only by one type of transport, it is applicable in multimodal transportation, and this is being gradually implemented in the ‘Safety. Electronic seals’ project of the Coordination Council on Trans-Eurasian Transportation.

At the moment, proposals are already being elabourated for the implementation of technology on global international routes from the moment of origin of transportation of goods to their delivery to consumers.
